Courts Digital Transformation
Seers Digital stabilised and accelerated delivery across a large-scale justice digital reform program, delivering multiple interconnected platforms for digital lodgment, case and file management, self-service portals, and electronic document exchange.
What they were up against
A large public-sector justice organisation needed to transform traditional paper-based legal processes into modern digital services. Citizens, legal professionals, and court staff were navigating fragmented pathways, inconsistent experiences, and slow manual submission and administration. The program's scale meant the real challenge was coherence: multiple platforms needed to work as one dependable capability across tribunal systems, court processes, and self-service portals.
What we did
- Worked across the program to identify repeatable patterns — aligning user journeys, accessibility and design standards, workflow conventions, and integration approaches so teams could deliver faster without recreating solutions in different places
- Simplified pathways and clarified service boundaries through close stakeholder engagement, reducing fragmentation across NCAT, Probate Online, Portal Online, MCOS, SONB, Digital Court File, and the Self-Service Portal
- Validated solutions through scenario-based testing that reflected real end-to-end operational conditions, including exceptions, rework loops, and cross-system handoffs
- Built on Microsoft Dynamics 365, PowerApps, Azure, and React/Angular frontends with WCAG-compliant design and RESTful API integrations with legacy court systems
- Introduced structured release management, readiness checks, and clear acceptance criteria to support the transition from project delivery into sustained operations
- Provided hyper-care and knowledge transfer post-deployment to help internal teams confidently own ongoing operations and continuous improvement
What changed
The program operates today as a set of production-grade digital services with secure online pathways, clearer tracking and communication, and stronger foundations for paperless operations. The outcome is not only modernised platforms, but a repeatable delivery model that reduces duplication, improves interoperability, and supports reliable transformation at scale.
