Rescuing a critical traffic signal configuration system for Queensland's state-wide rollout

After a previous vendor left a failed, unstable configuration-governance system, Seers rebuilt the platform into a production-ready solution—successfully deployed and transitioned to BAU support for Queensland's state-wide traffic signal rollout.

The challenge

What they were up against

A critical configuration-governance system for the state-wide rollout of traffic signal controllers failed UAT under a previous vendor. The project was left with an unstable architecture, broken automation, inconsistent data structures, and low stakeholder confidence—putting the broader program's delivery at risk.

Our approach

What we did

  • Assessed and diagnosed the failed architecture inherited from the previous vendor
  • Refactored 20+ Power Automate cloud flows to improve reliability and reduce manual intervention
  • Redesigned workflow and governance patterns across the Power Apps and SharePoint layer
  • Implemented secure, auditable version control and traceability for configuration changes and releases using Microsoft Graph API
  • Established ALM and deployment pipelines via Azure DevOps
  • Rebuilt stakeholder confidence through structured delivery and transparent progress reporting
  • Deployed to production and transitioned the system into BAU support
The result

What changed

The platform was rebuilt into a stable, production-ready system with improved workflow design, governance, ALM, and integration. It was successfully deployed to production and transitioned into BAU support, restoring confidence in the broader traffic signal rollout program.
